In the life of the project, the three phases, construction, commissioning and operation, each has its own unique safety hazards. In the construction phase, the safety issues are traditionally related to PPE, fall protection, confined space, etc. The plant itself is neither energized, pressurized or hot.
In the operating phase, the plant is fully energized, pressurized and hot and in addition to the construction type safety risks, maintenance and outage LOTO is critical to personnel and equipment protection and plant operation.
In the commissioning phase, in addition to the traditional construction type safety risks, whole or partial plant systems may or may not be energized, pressurized or hot on any given morning or afternoon. In addition, construction and commissioning activities can be simultaneously undertaken on adjacent or in some cases on parts of a common system, the potential for risk to personnel and/or equipment is greater than in construction.
The Safety Section of the Integrated Commissioning Management System™ (ICMS™) Commissioning Manual contains over 20 procedures specific to commissioning safety issues. These would be issued as part of the Commissioning Manual if Manual/Procedure Preparation if part of the scope between NEPS and its client or could be developed as a standalone document.
